    TVHC employees 300+ staff (and growing) across several locations in south/central Alameda County. The incumbent, along with a staff of five HR professionals, will partner with the organization’s leaders to enable growth by pro-actively assessing needs and collaborating to develop and deliver sound human resources solutions for the organization. The DHR will lead, develop, and implement human resources strategies, initiatives and processes for the full spectrum of human resources: Recruitment & Retention, Talent/Performance Management, Compensation, Benefits, Employee Relations, Pay Administration, and provide Leadership, Mentoring, Coaching, and the Development of TVHC’s staff.

    Responsibilities

    Under the direction and guidance of the Chief Administrative Officer, the Director of Human Resources (DHR) position is intended to generate, integrate, and carry-out a broad set of goals and controls between the performance of the TVHC workforce and its mission. The DHR serves as collaborator and advisor to various Management Teams on topics related to workforce development, establishing of performance metrics, goal setting and monitoring quality data metrics with the needs of the organization. This position leads a team of various subject matter experts to address a wide variety of HR issues and takes the lead in providing governance and accountability for all HR-related matters that affect the success of TVHC. This includes assisting in the development of performance standards or measures that meet both the short and long-term HR strategies of the organization. This position would define job classifications and assist in determining salary grades and pay across the organization. Reviews all outgoing HR organizational communications with a focus on maintaining a positive experience and is seen as a role model of customer service in the organization. Also conducts ongoing analysis of personnel data and makes recommendations to identify organizational HR-related strengths and weaknesses such as recruitment, and retention, etc. and makes recommendations for improvement to the Executive Team.

     

    The DHR will need to embrace continuous improvement and innovation, be able to hold a short-, mid-, and long-term lens as needed and can easily flex between completing their hands-on work and getting results through others that best supports the team, and relishes the challenge of finding ways to provide better, more efficient support among the HR staff to the organization.

     

    The incumbent in this role will be required to provide expert HR/OD (Organizational Development) consulting to senior leaders. Assist with developing implementation plans and the resource deployment to execute HR organizational-wide initiatives. Scope of services may include: change management, strategic & business planning, organizational design and integration, group and team development, management/supervisor coaching, culture, and organization well-being. Works with analytics teams to use data to drive recommendations of strategic importance to senior management on people-related issues such as talent development, succession planning, strategic workforce planning, and organization design.

     

    The DHR will plan and execute organization change and oversee HR projects, progress evaluation, benchmarking, tracking, metrics and data reporting, and working with senior level sponsors and stakeholders on strategically important HR initiatives. For example, design, development and implementation of mentoring, supervisor coaching, cross-functional business projects, and professional development programs.

    Qualifications

    Job Requirements

    • Bachelor’s degree in management, human resources, or related field, or equivalent, required. Masters in related field, or equivalent, preferred.
    • Candidates must have knowledge of human resource development and labor relations, the ability to develop and implement policies and procedures, excellent verbal and written communication skills, ability to work collaboratively with others, strong decision-making and organizational skills, attention to detail, and the ability to meet deadlines and maintain confidentiality.
    • Minimum of three plus years of management experience in Personnel Management and Labor Relations, preferably in a nonprofit and health care setting. Must be familiar with relevant legislation, laws, regulations, precedents and protocol of personnel and employment business, hiring practice, and labor relations.

    Job Preferences:

    • Experience working in a Union environment
    • Professional Human Resources Management Certification
    • Previous experience working with HRIS program(s)
