    As Tiburcio Vasquez Health Center’s Recruiter Specialist, you will need to have extraordinary time management and customer service skills along with a “can do” attitude in presenting candidates on why they would want to work at TVHC.  Additionally, you will need to possess a true desire to learn new recruitment avenues and also the services we offer to our patients and the community. 
     
    Position Summary

     

    Our Recruiter Specialist will manage the full cycle of recruiting such positions as physicians, dentist and other professional clinicians. In addition this person will also oversee the recruitment of various management and specialty positions within the organization.  This position requires someone to be proactive in seeking out candidates that match our recruitment needs.  
     
    The incumbent will source for, phone screen, and interview qualified candidates who are interested in working in community health centers.  This person will play an active role in working with the Chief Medical Officer in developing relationships with medical schools and building strong relationships with various residency programs in planning for future hires as well as current openings.   The Recruiter Specialist will also be responsible for developing and retaining working relationships with other businesses, nonprofit organizations and professional associations both nationwide and in those in the San Francisco Bay Area.

     

    Reporting to the Director of Human Resources (DHR), and under the general guidance of the Chief Medical Officer, the Recruitment Specialist oversees the full life cycle of recruitment for all TVHC’s licensed clinical staffing (i.e., physicians, nurse practitioners/physician assistants, certified nurse midwifes, registered nurses, licensed clinical social workers, dentist, etc.). This position will also be responsible for director and management level recruitment along with other various non-clinical specialty positions. The incumbent will take the lead on developing sound recruitment strategies for these positions. Primary responsibilities include: taking the lead on sourcing qualified candidates, tracking open positions, identifying potential candidates through various sources, screening CV/resumes, conducting phone screens, interviewing, hiring, and onboarding while coordinating and communicating recruitment statuses with hiring managers throughout the process. This individual will play a key role for TVHC in developing outside working relationships with residency programs and other various local and national professional associations to help identify potential recruitment targets and workforce development programs.

    Responsibilities

    • Manage administrative aspects of search strategies for each assigned position which includes posting positions to various job boards and web sites, contacting local employment offices, attending job fairs, etc. Prepares eye-catching job postings using different avenues (website, academia, traditional media, social media, referral, staffing firms, etc.).
    • Source candidates (initiates contacts and establishing communications with potential candidates to secure their interest in TVHC), screening, interviewing on the phone and/or in person and communicating updates with the hiring manager throughout the process.
    • Visits our clinics periodically to develop relationships with key staff and gain understanding of our services and how we deliver care to patients.
    • Tracks and reports on various staffing and recruitment activities using appropriate metrics that analyzes recruitment and retention data that may include such items as, but not limited to, open position time-to-fill positions, hard-to-fill positions, tenure of new hires, overall retention/turnover rates, and other reports, as assigned.
    • Develops recruiting sourcing strategies and related action plans while implementing best practices to support the talent needs of the organization. Identify new and creative sources to identify highly qualified candidates.
    • Ensures we aggressively recruit for and hire a diverse slate of candidates.
    • Demonstrates a thorough understanding of all federal and state regulations affecting areas of recruitment and selection and remains current with changes in employment laws.
    • Implements strategies and tactics to address high volume, rapid response and proactive recruiting needs.
    • Collaborates with HR and management to identify and remove obstacles related to filling open positions.
    • Is the go-to person for questions about the National Health Service Corps programs and is seen by the organization as its expert.   Also is knowledgeable with other various Federal, State, and Local loan repayment programs, including scholarship programs such as the Steven Thompson award. Aggressively promotes such programs through various avenues.
    • Follow recruitment strategies that embrace TVHC’s branding.
    • Develops sample pre-screening phone and interview questions for the hiring managers. Collects feedback on the process and works with hiring manager to improve the process.
    • Presents verbal job offers and creates and presents written offer letters to candidates.
    • Assist with the establishment and periodical updating to job descriptions for applicable TVHC positions. Assures current job postings have up-to-date job duties.
    • Analyze, monitor and track in-house recruitment efforts for cost/benefit and ROI to determine best and most productive recruitment methods.
    • Attends internal and external (off-site) meetings, workshops, and trainings as assigned.
    • Development and analysis of market data, referrals and other lead-generation activities in order to identify potential recruitment targets.
    • Tests, develops and applies innovative screening and selection techniques to improve quality of hires.
    • Visits job fairs, educational institutions and conferences to identify and recruit candidates.
    • Actively supports on-boarding and organizational entry for new hires.
    • Administers requisitions for applicant tracking and assure appropriate hiring processes are being followed.
    • In conjunction with the DHR and CMO develops short and long-term recruitment strategy plans.
    • Assists in developing protocols, policies and recruitment goals/plans including an annual organizational recruitment and retention plan.
    • Performs all duties and service in full compliance with TVHC’s Service Excellence Standards.
    • Performs other duties as assigned.

    Qualifications

    Job Requirements

    • Bachelor’s Degree in Nursing, Human Resources, Social Science, Sociology, Health, Business, or related field, or equivalent.
    • One or more years of direct hands-on recruitment experience required; experience recruiting for positions this individual will be hiring for is highly desirable.

    Job Preferences

    • Professional Human Resources (PHR) Certification preferred.
    • Experience working in a public sector and/or non-profit organization preferred.
    • Health Care recruitment experience highly desirable.
    • Previous experience working with a diverse population.
