  • Overview

    The Clinical Quality Director (CQD) will oversee medical quality improvement and assurance at TVHC. The position reports to the Chief Medical Officer (CMO) and requires an individual committed to process improvement, quality initiatives, and quality assurance.


    By working closely with the CMO, the CQD will conduct quality improvement measures through data collection and analysis, workflow assessment, development and implementation of protocols or procedures which will ultimately affect the way TVHC clinical staff perform their respective job duties.

    Under the general guidance of the CMO, the CQD will develop and oversee quality systems, including regulation, protocols and procedures, and outcomes. The CDQ will use assessment models, like PDSA, to determine effectiveness of quality initiatives that focuses on patient experiences, safety of care, and best practices. The CQD will set clinical quality expectations across the organization and will be influential in creating and executing strategic goals for TVHC related to quality initiatives. As CQD, you will work closely with providers and support staff. This position will influence operational practices and will partner with data analytics and IT in order to access quality systems. The CQD will have access to Community Health Center Network (CHCN) resources, and should be aware of regulatory compliance practices.  The CQD will provide timely and efficient reporting to management and parties accountable within the organization.

    • Manages clinical quality initiatives.
    • Leads and supports ongoing development, refinement, implementation, measurement, ongoing quality improvement and effectiveness of TVHC’s clinical initiatives.
    • Develops, implements, maintains, and revises workflows, policies and procedures as applicable.
    • Utilizes quality improvement methodologies, supporting the development and implementation of clinical assessment/process improvement and redesign. Leads and participates on teams that identify the best known clinical and operational practices to achieve and retain optimal outcomes.
    • Provides technical, data-supported information in an equitable and consistent manner for staff, management, and Board of Directors concerning quality expectations, tracking and outcomes. Documents and provides regular reporting to Executive Management and Board of Directors on the status of clinical quality programs.
    • Provides guidance, direction, and training, as applicable, or makes recommendations for effective correction of clinical quality related performance issues.
    • Participates in the monthly Compliance and Quality Workgroup meetings and collaborates with management and staff to identify, review and support implementation of quality and compliance monitoring and audits as required by Health Resources and Services Agency (HRSA), Patient Centered Medical Home, Meaningful Use and health plan programs.
    • Works with various departments (i.e., HR) and appropriate staff to develop an effective clinical quality introduction and expectations for new clinicians.
    • Performs clinical data audits for the purpose of maximizing the value of data reporting systems; provides recommendation(s) for changes or upgrades of data reporting systems as needed.
    • Demonstrates technical savvy in manipulating and reporting of clinical data from various sources; quickly interprets meaning of data and provides accurate analysis; maintains working knowledge of assigned systems through formal vendor training and self-guided instruction.
    • Interprets the needs of the clinical staff to build ad hoc and custom reports; establishes reporting systems for “regular” reports needed on an on-going interval basis (i.e. daily, weekly, monthly, quarterly, yearly, etc.).
    • Presents data reporting both formally and informally while attending department or management meetings; manages question/answer on data reporting and utilizes feedback to further develop data systems and reporting parameters.
    • Performs all duties in accordance with TVHC’s Service Excellence Standards.
    • Assumes other duties, including special projects, as assigned or needed.


    • Minimum of three to five years clinical experience. FQHC experience high desirable.
    • Proven command of clinical operations standards, including a clear understanding of practice management, patient flow and internal systems for effective operations of a community health center
    • Current, relevant, and substantial knowledge of areas related to federally qualifies health center requirements and operations, e.g., legal/regulatory, administrative, policy, protocols, and other clinical issues.
    • Demonstrated ability to work effectively independently and as part of a team, in collaborative settings.
    • Understands and is committed to maintaining highest level of confidentiality and professionalism.
    • Demonstrated ability to provide leadership to staff and build the trust and respect of patients, staff, and colleagues.
    • Ability to utilize computer technology and willingness to develop and adapt to the evolving technological requirements of modern medical health center practices required.
    • Demonstrates flexibility in regards to job duties and assignments.
    • Capacity to work at fast pace with multiple priorities and deadlines.
    • Superior interpersonal skills. Able to work well with all levels of diverse work force.
